Job Description

Basic Functions and Responsibility

As a member of the Site Environmental, Health, and Safety (EHS) team, the Senior Specialist will be responsible for providing technical and regulatory support and implementation of all necessary measures and initiatives required by federal, state and local regulations pertaining to safety and environment protection at the Elkton site.

Responsible for OSHA and corporate Process Safety Management (PSM) compliance, site support, and project support for a manufacturing facility. Work collaboratively with key stakeholders and provide direction to integrate all elements of OSHA PSM and other EHS program requirements into daily operations to ensure regulatory compliance, continuous improvement and EHS performance objectives are met. Performs responsibilities and addresses challenges with limited supervision.

Primary Activities

With a deep knowledge of environmental, health and safety regulations and their applicability, supports site business areas via the following:
  • Coach operations leaders to enable them to successfully execute their leadership responsibilities for safety, environment and process safety management.
  • Partner with site departments and contacts to integrate EHS and process safety management systems into every phase of their operations, as measured by performance metrics.
  • Consult with and advise department personnel to provide sound and timely technical and/or administrative assistance in support of projects, procedures, and long-range plans that ensures conformance with safety & environmental requirements.
  • Complete hazard assessments, process hazard analysis, life safety reviews, incident investigations, and safety regulatory field analysis.
  • Provide support to client groups in completing injury/illness analysis, training, self-assessments, risk assessments and addressing specific EHS concerns as they are raised.
  • Lead the formation of action oriented EHS committees and ensure sustained performance.
  • Review business area processes, procedures, and management of change documents to confirm conformance to recognized EHS regulations, standards and guidelines. Provide support for process areas and capital project work as assigned.
  • Translate Corporate and Divisional standards and guides into appropriate site procedures to ensure compliant implementation.
  • Lead site and/or local area audits for compliance with applicable regulatory requirements (i.e., OSHA, EPA, etc.).
  • Develop productive working relationships with federal, state, and local authorities, technical and industrial groups as well as consultants to keep abreast of pending requirements and interpretations of existing regulations.
  • Complete regulatory submissions, notification, and correspondence required to maintain compliance with federal, state, and local EHS requirements.
Education Minimum Requirement:

Bachelor's Degree required, concentration in Science, Engineering, Environmental Science, Safety or Environmental related technical discipline preferred.

Required Experience and Skills:
  • Minimum 5+ years applied professional EHS work experience in Process Safety Management.
  • Advanced level of proficiency in the areas of EHS compliance, occupational and process safety, critical thinking, problem solving and communication skills.
  • Basic level of skill with project management.
  • Evidence of leadership, collaboration, ability to influence, effective communication and organizational skills.
  • Demonstrated performance in a highly regulated industry with strict standards adherence and compliance initiatives.
  • Self-motivated, proactive, can-do attitude.
  • Ability to handle potentially stressful situations with a positive attitude.
Preferred Experience and Skills:
  • Experienced in PHA facilitation and use of PHA Pro software.
  • Experience with EHS agency inspections and regulatory advocacy.
  • Experience managing people, projects and/or teams is desirable.
  • EHS experience in the pharmaceutical, bio-pharmaceutical, biotechnology or related industry.
  • Relevant professional certification(s) preferred including P.E., CSP and/or CIH.
  • Strong systems and IT knowledge a plus.
