The Position The Manager of Distribution Maintenance and Construction is a Division Manager within the Maintenance and Construction Department. Responsibilities include planning, organizing, and directing the construction, maintenance and repair of water distribution pipelines and appurtenances (water meters, air relief and isolation valves and fire hydrants) and services. The water distribution system consists of approximately 4,200 miles of pipelines, 98,000 appurtenances, 30,000 hydrants, and 380,000 services. The Distribution Maintenance and Construction Division includes over 230 staff and an operating budget exceeding $39 million. This is an exempt (at will) position, serving at the pleasure of the Board of Directors. Manager of Distribution Maintenance and Construction

The Position Under general supervision, Maintenance Specialists (MS) perform a variety of operations, maintenance, repair, inspection, and construction tasks in connection with operating and maintaining facilities and properties associated with East Bay Municipal Utility District's (EBMUD's) raw water storage and transmission systems; water and wastewater treatment systems; chemical treatment systems; and related facilities and properties across the Central Valley to the East Bay. The list generated from this recruitment will be used to fill any Maintenance Specialist II (MSII) vacancy that may occur in the Aqueduct Section's Stockton, Bixler, or Walnut Creek service yards during the next 12-24 months. There is one (1) current vacancy in the Walnut Creek area, which will be filled at the MSII level. EBMUD provides paid training and opportunities to gain experience in higher skilled areas. Once individuals have gained experience and demonstrated proficiency, they advance to the Maintenance Specialist III (journey level) classification. Promotional advancement usually takes about two years. MS-IIs must advance to MS-III within two and a half years of hire. Currently, the top MSIII salary is $127,836 annually. Maintenance Specialist II is the sub-journey level classification in the series and works under general supervision. Individuals perform semi-skilled work and receive training and experience in skilled work. This classification is distinguished from the Maintenance Specialist I classification in that the Maintenance Specialist II is required to have previous experience and knowledge of fundamental mechanical, electrical, and civil theory. MSIIs will participate in EBMUD's Trades Training Program for Maintenance Specialists and learn to perform complex maintenance duties. Maintenance Specialist III is the journey level classification in this series and works under general supervision. Individuals perform skilled work in a variety of trades. This class is distinguished from supervisor classifications in that supervisors are responsible for planning, directing, and assisting in the work performed by Maintenance Specialists and other workers. Typical MSII duties at the Aqueduct facilities fall into the general disciplines of: &bull; Operating, maintaining, repairing, and installing pipelines and appurtenances such as valves, taps, connections, fittings, flow meters, and gauges. &bull; Operating, maintaining, repairing, and installing electrical equipment such as motors, control systems, wiring, conduit, and lighting. &bull; Operating, maintaining, and repairing industrial facilities and equipment such as large and small pumps, plumbing, valves, hydraulic, and water treatment systems. &bull; Maintenance, repair, and new construction of building components such as concrete structures, vaults, hatches, and ladders. &bull; Performing land maintenance work such as road and drainage maintenance, weed abatement, herbicide application, etc. &bull; Operating commercial vehicles and equipment such as backhoes, service truck cranes, motor graders, compact excavators, tractors, and trailers. The ideal candidate will have an unrestricted Class A California driver's license and experience in the construction and building trades, large diameter pipeline construction and maintenance, pumping plant and facility operations and maintenance, and heavy equipment operation. However, candidates with exceptional skills in other trades can also be successful and will receive Class A training, if needed. The Maintenance Specialist II monthly salary range is $7,973 per month, increasing to $8,334, $8,751, and $9,189 after 12, 24, and 36 months, respectively. EBMUD is an Equal Opportunity Employer. Possession of or ability to obtain, within 12 months of appointment, a Category C Qualified Applicators Certificate (QAC) for Rights-of-Way pest control from the California Department of Pesticide Regulation (CDPR) (EBMUD pays for training). 6. Possession of or ability to obtain, within 12 months of appointment, a valid Service Truck Crane Operator certification (STC) from an accredited certifying entity such as the National Commission for the Certification of Crane Operators (NCCCO). Applicants with the highest combined scores on the written test (weighted 30%) and practical exam (weighted 70%) will be placed on the hiring list, based on rank, for further consideration to fill the immediate regular vacancy, as well as others occurring over the next 12 to 24 months. 6. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months. 7. Maintenance Specialist II (Aqueduct Section)

The Position Advance your career as an Associate Electrical Engineer with an industry-leading water and wastewater utility. Reporting to the Senior Electrical Engineer, the Associate Electrical Engineer is the registered professional electrical engineer level on East Bay Municipal Utility District's (EBMUD's) career ladder. As appropriate to assignments, the Associate Electrical Engineer would be prepared to demonstrate proficiency in the following areas: Project Planning and Management Plan and develop project scope, schedule and budget for complex water and wastewater electrical engineering projects; prepare contract bid documents; coordinate the work of multi-disciplinary teams; direct, monitor, and control project activities and ensure compliance with scope, goals, schedules, and budgets. Design Power System Engineering - Research and develop electrical design criteria, project scope and cost, prepare drawings, including site and floor plans, equipment elevation and layout diagrams, single line and three line detailed control diagrams, grounding systems, lighting, interconnection diagrams, typical detailed diagrams, conduit and panelboard schedules, wire sizing, and specifications for systems and equipment including substations, power distribution systems, wastewater treatment plants, cogeneration plants, recycled water plants, pumping stations, and office facilities. Prepare and review electrical power system analysis including load calculations, transient motor starting, harmonics, short circuit, coordination study, protective relays, and arc flash. Academy and strong design experience with NEC, classification (hazardous locations) and non-classification locations, including overhead and underground power systems, switchgears, MCCs, transformers, reclosers, VFDs, ATS, UPS, and standby generators is highly desirable. Construction Support and Start up Provide construction support, start-up and commissioning for electrical substations, power distribution systems, motors, generators, various process control strategies with PLC and DCS-based systems, wired and wireless telemetry systems. Hands on program/configure/setup/ testing of equipment including breakers, protection relays, power monitors, VFDs, etc. Hands on experience with instrumentation setups and calibrations and configuring control system. Review and approve submittals and RFIs. Make corrections to drawings and as-build drawings for final acceptance and record. Working knowledge of the following power and control equipment including ABB, Allen Bradley, Basler, Cutler Hammer, Electro Industries, Emerson, GE, Rosemount, Schneider Electrical, SEL, Square, etc is desirable. Technical Support and Troubleshooting Provide technical and project management assistance to facility maintenance on the preventative maintenance program. Field gathering arc flash study data, run arc flash study analysis, and prepare reports. Maintain the SKM files as necessary to ensure the technical information is up-to-date and comply with the NFPA 70E requirements. Provide troubleshooting support to facility maintenance or leading the troubleshooting effort as issues that arise related to grounding, general power system, power outage, power quality, control, and communications in the wastewater plants and pump stations. Planning, Technical Review and Research Plan and perform preliminary design of wastewater-related projects; conduct engineering analyses of electrical issues impacting proposed projects; prepare, review and evaluate technical reports, proposals and reports, consultant designs, and prepare regulatory permits and associated documentation. Oral Communication Demonstrate excellent public relations and customer service skills in meeting with, and making technical presentations to, groups and individuals including EBMUD personnel and officials, representatives of government agencies, customers, contractors, and members of the general public. Written Communication Prepare concise and accurate engineering reports, correspondence and memos for a wide variety of audiences including EBMUD staff, government and regulatory agencies, contractors, and the general public. Computer Applications Apply electrical engineering software to complete power system studies and process control; configure Ethernet networks and Windows-based servers and workstations; develop, review and modify VFDs, power monitors, protection relays, and power system related hardware parameters, settings, and operator interface screens and system troubleshooting screens.
